Note the Windows/ARM64 capture blockers in risk 1

kinect-one's isochronous USB is a Linux-only nusb fork; nokhwa
vendors mozjpeg (C), so even cross-compiling the capture crate for
aarch64-pc-windows-msvc needs a real Windows toolchain. Replay and
recordings remain the Windows path (verified cross-check attempt in
the container: mozjpeg-sys build fails without one).
